This is an excellent point, thank you! From the limited info in the question, I made an assumption the 20-year-old wants to be out to his brother and older sister/her kids, but that the father is forbidding it.

But you're 100% correct that the trans son should be allowed to come out on his own terms. Thanks for underlining that (and sorry you had such a terrible experience with your own coming out).
